Client Goals

The primary goal is to provide easily accessible evaluation materials, research-related resources, and evaluation state and local service providers’ capacity-building tools for the public workforce system through a searchable online database, Workforce System Strategies (WSS) and a recently launched community of practice, the Evaluation and Research Hub (EvalHub). Ultimately, the outcome will be to support the increased and enhanced use of evidence-based and emerging practices by state workforce agencies, their partners, and local service providers to make informed, evidence-based decisions, and conduct research and evaluation activities required by the enactment of the Workforce Innovation and Opportunity Act (WIOA).

Safal Approach

The Department has engaged Safal to provide: 1) regular communication with ETA program offices and regional offices’ staff to ensure timely and quality completion and effective dissemination of all project products, tools, and resources; 2) community of practice content, production and publications of resource profiles, curation of evaluation and research materials, reports, tools, and resources to support state workforce agencies and others; 3) Coordination of ETA Staff and Peer Learning Cohort Reviews; 4) Recruitment and retention of ETA staff reviewers, subject matter experts, and Peer Learning Cohort members; 5) Development of effective dissemination strategies and execution of outreach activities to increase the use of the evaluation, research, resources, and materials posted to the WSS and the EvalHub communities.
